You should receive a notification on Apple Watch for any scenario: new sign-in, or accessing a page like account.live.com/proofs/manage/basic. Let’s investigate.

For the scenarios beyond sign-in, did the notification go to your phone, or did you not receive a notification at all? If your phone is off, the notification goes to your Watch. If your phone is on, the notification goes to your phone.
